Appointment of referendum on December 11 may be unconstitutional
After the signing of the law On Referendum the appointment of a plebiscite on December 11 may be unconstitutional, the leader of Ata Meken Omurbek Tekebayev said today in the Parliament.
He recalled that recently the President has signed new edition of the law. “The text was published in the newspaper Erkin-Too.”It says that the referendum shall be appointed no earlier than one month after the submission of the bill to the Parliament. The Law has been just adopted. A draft law on a referendum shall be adopted a month later! And we have already approved it on September 29 in the first reading, on October 19 – in the second,” he said.
The leader of Ata Meken recalled that he – one of the authors of the new edition of the law On Referendum. “I deliberately did not participate in the discussions, debates and waited Almazbek Atambayev to sign the law. So let’s work on the law On Referendum, it was adopted by the Parliament, signed by the President and officially published. And if we now take a bill on the referendum, it will be unconstitutional,” Omurbek Tekebayev warned.
In conclusion, he suggested the Speaker to consult with lawyers. In response, Chynybay Tursunbekov said that first the procedure of Q&A on the bill must end.
