Bakytbek Rysmendeev: Amendments to Constitution are directed against usurpation of power

“The introduced amendments to the Constitution will help to ensure that power is not concentrated in the same hands,” the Head of the Department of Constitutional and Municipal Law of the Kyrgyz State Law Academy Baktybek Rysmendeev said after studying the project.

According to him, the role of the head of the government must be strengthened in order to prevent an excessive strengthening of influence of one person and to avoid establishing new family-clan regimes.

“The Prime Minister of Kyrgyzstan must comply with the system of checks and balances to avoid becoming the sole ruler. The President will ensure safety and determine foreign policy, and the parliament and the government will be engaged in the issues of development of the country,” Bakytbek Rysmendeev said.

He believes that in such circumstances, the role of the president will be reduced to the optimum level, he can not be the person on whom everything will depend on. The system of checks and balances will manifest itself in full force, and it will become a guarantee of stability in the state.
