The Foundation “Civic Platform” has passed the expert meeting, which discussed the strengthening of responsibility of the participants of the electoral process for the bribery of voters

July 8 this year, an expert meeting tool place to discuss the changes in the electoral legislation of the Kyrgyz Republic.

The moderator of the meeting was director of PF “Civic Platform” Ainura Usupbekova.

The event was attended by representatives of NGOs and experts in the field of election legislation of the Kyrgyz Republic.

During the meeting it was presented proposals for inclusion in the Law “On elections of deputies of local councils”; the Constitutional Law “On elections of the President of the Kyrgyz Republic and the deputies of the Jogorku Kenesh” and some legislative acts of the Kyrgyz Republic on the issues of the election process, developed by the Working Group of National Sustainable Development Strategy of the Kyrgyz Republic. Note that the bills submitted for public debate from June 30 this year on www.kenesh.kg site.

In particular it was about the initiatives of the expert group on improving the electoral system to ensure fair and transparent elections in Kyrgyzstan, including the strengthening of the responsibility of political parties, election commissions and other participants in the electoral process for the bribery of voters.

As noted, the bills were written to achieve the aims for further improvement of the organizational and technical support of elections and to protect and systematize electronic database of citizens.

The initiators of the bill under discussion identified the date of elections to local councils.

So in the proposed bill the President of the Kyrgyz Republic appoints elections to local councils no later than 60 calendar days prior to the expiration of the term for which members of the local council were elected. (In the current version is written before the election day). Term run from the date of the election of deputies of the local council, and day of deputies election is voting day.

The bill introduced new norm of mandatory placement of the voting results on the official website of the Central Election Commission for each polling station and the voters list, who participated in the election, not later than three calendar days.

At present the bill fleshed range of individuals involved in the bribery of voters for cancellation of registration of a list of candidates from the party. Including: the party leadership, the employees of the executive body of the party, proxies, observers, as well as close relatives or other persons acting on their behalf.

According to the results of the expert meeting the above concept of the bill have been approved by the expert community.
